Rotted bulkhead corner

I can’t seem to upload a pic, but underneath the front plastic bulkhead cover on the corner of the driver’s side, to my horror has a rust patch about 2-3” square where water has sat there and rotted it.. it’s so thin now it is a very soft so it could bust through..
I’m thinking of cutting it out and either riveting in a plate or getting it welded in.
Can anyone tell me if it holes, would water leak straight down to the driver’s footwell?

Are there any delicate parts underneath to be wary of when cutting?

update...the soft bit is actually the insulation foam under bulkhead! Water has got in and apparently run right down underneath to the inner/outside sill on the drivers side and rotted that through as well. So now, my garage has to strip all the drivers dash and interior out and weld it all up..

Very expensive I reckon.

Now I paid very good money for her but perhaps a lesson learnt for others that it’s sooooo important to ask to inspect the area underneath the plastic bulkhead trim, as it’s a hidden area and didn’t come under the the MOT , it would do later on I suppose when the whole bulkhead and sill disintegrated, but I’m glad I caught it when I did!
