Buzzing fuel tank

Hi I haves horrendous problem! Loud buzzing from the fuel tank .old jag mechanic says fuel pumps ,specialist says fuel pumps,another expert says fuel pumps,yes there are two ! I can hear the buzzing in the tank the filler cap is vibrating ,the buzzing comes on with the ignition and turns off with the ignition.
Both pumps replaced with new plus fuel filter .guess what no change. What do I do next. Costs so far £ 700 !!! No change .Any advice anyone please ??
