Is my 98 XK8 odb2 enabled? If so is the port on the driver’s side near the boot/fuel button the connection point and can anyone recommend a code scanner diagnostic tool?

Yes it's fully compatible as Jaguar were early adopters of OBD2 , yes , that's where the port is situated , as to which code reader would be best , the more you spend the more facilities you get ,
