XK150 DHC (Early) Rear Bumper Grommets

I've decided to remove and clean up my rear bumper and mounting irons. All looks good, and surprisingly even the bumper grommets have cleaned up well. However the grommets seem to have no means to fix them to the bodywork. Should they be glued or left floating on the irons?

Also can you advise the best order in which the rear bumper should be assembled/aligned.
