Interesting fittings inside rear wings

Having removed the fuel tanks I noticed at the upper front of the inner wing in front of the tank fillers a bare metal panel secured with 2 wing nuts. My guess is they are reinforcement plates for rear seat belts, but perhaps they have another purpose?

The rear seat belts fasten into the rear parcel shelf and below into the transmission tunnel and under the front of the wheel arch near the sills, so the plates on view may be the rear of the access panels for the submerged fuel tanks fitted to some series XJs. Mike.

Or to blank off the area where some market's cars had charcoal filters and related plumbing installed?

Certainly, some 'emission controlled' models had the necessary piping running from the fuel tanks. The carbon canisters themselves were located at the front end of the cars. Mike.
