Mk9 Boot handle lock

Does anyone know how the locking mechanism on mk9 boot locks, key turns but nothing seems to move anything.
I have added a photo could there be something missing that fits in the square indicated.
It could be totally nothing to do with it just don't see the reason for the square hole???
I'm will be replacing the pins that rotate the latching hooks as they are worn, and a sleeve to help take out play in the handles.
