Electric Seat not working

The electric seats on my series 3 1986 Soveriegn do not work. There is power going to the motors. I have bought 2 motors attached to their frames on ebay and I have fitted one to the passenger seat but no joy. Am I missing something? Where is the fuse? it does not appear in the places sugested by the manual. Is the fuse on the earth side of the wiring?
There's an in-line fuse. Noramlly it's under the centre console, in a pink/white wire, but if you have power at the motor that can't be the problem.
The switch on mine operates in a non-intuitive way - press down to go up - which is a bit confusing at first.

Found the problem, a poor earth. Good enough to show current but not to take enough power. There is a screw holding a plastic clamp to hold down the wires under the seat. This provided a good earth. I was looking for something more complicated. My passenger will now be able to see over the dashboard!
Have you thought of turning the switch the other way up to be more intuitive. Mine will fit either way.
If anyone needs seat motors I now have 2 spare.
