Once any rust spots on wheel arches ect have been removed which is the best product to use before painting to prevent the rust from returning.

Phosphoric acid based Jenolite or similar rust remover/preventer.
Halfords will stock similar products. Scrub it into all traces of rust, let it work then wash it off. Use acid etch primer as the base coat, then colour, then gloss.

Any repair is only as good as the surface preparation....! Its not always possible to polish a turd!!
