dip headlight failure

My dip headlights (main lights) are not working

I have changed both bulbs, checked both fuses checked the relay cartridge..nothing

When I turn the wheel to headlights position c nothing shows on instrument cluster only the side lights are indicated. The high beam on the stick will only flash and wont stick on

The only evidence of problem was one of the bulbs was blown.
