Heavy steering when maneuvering

It's been hard to turn at maneuvering speeds for the three months that I've owned it. I thought that it was a Jaguar thing until I saw a video of a guy turning it lock to lock with his index finger.
Checked the fluid, the meter showed 0% water. Changed the fluid anyway, making no difference.

I read somewhere else some time ago that this is an engine driven system. I hope so as there is no ps belt driven pump.

Is this part of it? That's a spinning disk behind the viewport.

Hi-your picture is the camshaft position sensor for the engine management system and nothing to do with the PAS system.
However, you are right that the PAS pump is engine-driven. It is mounted behind the the sensor slightly to the left of your picture.

Thanks for that, I did find a video of the PAS pump being removed and rebuilt. https://youtu.be/FS2IuHBn0EI?feature=shared

Before I do that I'll check out the Power Steering Servotronic Relay. Also as I read in the TSB 10-07am the transducer at the rack.
