There are LOTS of Jaguars with illegal leapers.
I believe that if it was NOT fitted at the factory the it IS Illegal.
As far as I can acertain even the "spring loaded" leapers used in America are still Illegal over here.
If you have an accident with an Illegal Leaper on your car this may (and will almost certainly) invalidate your insurance.
The MOT rules are being VERY tightly monitored at the moment as it is all now computerised this maybe why this is only now coming to light.
Maybe in the past the MOT stations have been unaware or have "turned a blind eye".
IF the car is an XJ (even a series 1?) then it cannot Leaglly have a leaper fitted.
IF in doubt remove the leaper. Even the ones up by the windscreen "out of the way" are still Illegal.

I've heard that lots of stick-on bits, especially bits that stick-out (ooerr) are illegal unless originally certificated as safe when the car is rolled out by a factory.
Insurance companies love a get out clause to refuse payment for a claim, they're always understanding in that way... But then I guess they have to draw a line somewhere.
The leaper on an XJ looks pitifully lost on such an oasis of a bonnet I think, well out of proportion.
A big shiny leaper on the mantlepiece would be nicer, an' dead easy for the missus to polish casue of it's smooth shape
