Breathers
So there are two breathers, a small one on oil fill side that goes to throttle body and a bigger one on the Right that goes into air intake ? The bigger one, should this be completely open, or should there be some sort of valve in the rocker cover elbow ? Reason I ask is mine is broken and had some sort of goo in it, that looked like it was a valve once upon a time.

I take it you mean this one: Here's an exploded view of the part:

No valve in it just a pipe which connects to the rocker cover by what is called the Part Load Breather Restrictor.
This is the Restrictor: If it's just the pipe that is broken just replace with a new one or a used part.
If the Restrictor is broken that might be a bit more difficult to replace.
By the way you haven't mentioned what car you are referring to,engine size and year of manufacture.
