That looks a bit like the feed pipe for the headlamp washers. Although, that normally runs under there behind the bumper cover, coming from the drivers side (right had side over to the left), it is usually fairly loose to allow the removal of the bumper cover.

I found that you have to be quick with the key fob buttons. If you are slightly slow with the 3 presses etc it doesn't work.
